Conclusion
The Mexico area has a strong labor pool to draw from.  The labor pool has many options for recruitment through commuting, change of primary field of employment, wage change, and job supplementation. The technical and professional training institutions at the Area Technical Center (ATC) are indicative of a progressive and education minded community and work force. 

Mexico is also home to the Hart Vocational Technical School serving several area high school students seeking technical training.

Finally, the work ethic of the people of Mexico should be addressed.  How do you measure work ethic other than to understand that it has a direct correlation to productivity?  You cannot.  But we can quote existing business and their opinion of the Mexico work ethic.  Dawn Food Products, Teva Pharmaceuticals,  the Brookstone Company, and Home Decorators all have expressed that Mexico workers have an exemplary work ethic that makes their companies more productive.
