Audrain County Commission Announces Phase Two County Cares Funding 

The Audrain Commission is pleased to announce that Phase Two Audrain CARES funding is available for Covid19 impacted businesses and non-profit entities to assist with rent and utilities for the months of March, April, May and June.  The Commission has set aside one million dollars for Phase Two.

Eligible applicants can be reimbursed for rent, mortgage interest, and utilities paid between 3-1 and 6-30.  Utilities will include communications utilities as well.  Paid receipts and a one-page application will be required.

Reimbursement from Audrain County Cares Funding requires paid receipts, certification that the entity has been significantly and negatively impacted by Covid19, and completion of a one-page application.  Additionally, applicants may not have received other assistance for the same expense.

Applications will be available at city hall in Mexico and Vandalia and are available at .  Applications will be accepted until August 30th or until funds are exhausted.

Presiding Commissioner Steve Hobbs commented, “Phase One was about reimbursing entities for direct expenses to fight Covid19.  Phase Two, the Rent and Utilities reimbursement phase, is about helping to heal our local economy by providing some relief for businesses who were badly impacted.”

Associate Commissioner Tracy Graham commented, “One of our top goals in using the CARES Funding has been to help businesses get through this.  That’s what we are trying to do with this phase.  We want businesses to be able to take advantage of the program so the application is very simple for entities impacted by the pandemic.”

There are Covid-19 related costs and needs in Audrain County.  The goal is to use the CARES funds available in the county in a manner which has the greatest long-term health and economic impacts and assists organizations which have been directly impacted.

This document describes phase (P2) of CARES funds disbursement for entities in Audrain County. P2 will be known as “the rent and utility reimbursement phase”.

P2 General Information

  • The primary objective of P2 is to provide economic support for businesses and non-profit entities which have experienced significant negative financial impact (typically revenue loss) due to covid19 by reimbursing for some costs.
  • P2 will reimburse eligible businesses and non-profit entities for utility bills, rent or mortgage interest paid during the covid crisis related period from 3-1-2020 to 6-30-2020.
  • The costs cannot have been reimbursed by any other program.
  • Applications accepted until close of business August 30th.
  • Initial allocation for P2 is $1,000,000.
  • P2 Eligible Expense Period – receipts for expenses incurred from 3-1-2020 to 6-30-2020.
  • Government entities are not eligible for P2 funding.
  • Funding for any individual entity is limited to $10,000.  However, if funds allow, additional allocations may be made for larger requests.


  • Eligible businesses and non-profit entities are only those which have had significant negative financial impacts, such as severe revenue reduction, due to covid19.  Non-essential businesses are presumed to meet this requirement, however, businesses deemed essential may also be eligible if obvious revenue reductions have occurred.  All entities must be able to document revenue reductions upon request.
  • P2 Eligible cost – utilities, rent and mortgage interest paid during the period of 3-1 to 6-30-2020.  Utilities include electricity, water, sewer, phone, telecommunication, etc. which are not reimbursed from another government program.
  • Government – tax supported entities
  • Private Non-Government – any entities that is not governmental

Private Non-Government Sector Reimbursements

  • Private For-Profit Business P2 Assistance
  •  Eligible for up to $10,000 in reimbursement.
  • Non or Not-For-Profit Entities P2 Assistance
  •  Eligible for up to $10,000 in reimbursement.

Government Sector Reimbursements

  • None are eligible under P2 for any reimbursements.
